There are 15 decks in total to choose from and each provides a unique set of tools. As mentioned in What's FEXL? gougi decks are like Capcom vs SNK 2 grooves or ISMs in Street Fighter Alpha 3. Gougi decks are a secondary aspect to FEXL so when first learning the game don't worry too much about which deck to use, so just pick something that sounds interesting to you.

Gougi decks if used effectively will change your playstyle, help boost your character strengths, or help in a bad player/character matchup. As you experiment with decks, keep in mind that if you are not activating your gougi before the end of most matches then you might have to adjust how you play or think about using a different deck. Your opponents will try to activate their deck as fast as possible because that means they have extra tools for offense, mixup, defense, and okizeme.

Once both players have activated their decks, the whole dynamic of the match could shift. The great thing about most activation conditions are based on the users action/playstyle so as the opponent you can make choices to prevent or at the very least make it more difficult for them to activate their deck.
