Command normals, unlike regular normals, can be added to a chain at any time, from any normal, regardless of strength. Take Shirase's f.HK, for example. Even if you chain into her s.HP/s.HK, she can still chain into her f.HK. This is important to know as it lets you extend some combos and make certain normals safer on block (such as Shirase's cr.HK).

It also functions as a way to open opponents up as a lot of command normals/unique attacks are overheads. They don't have follow ups but making the opponent worry about them is key in some matches. Shadowgiest and Skullomania have excellent command normals for specifically this aspect.
